Employment of at least one full-time staff member (Japanese national or a person with a qualifying resident status) is required.

Minimum capital requirement: 30,000,000 JPY or more.

Japanese language ability: Either the applicant or a full-time staff member must have JLPT N2 or higher.

Education/Experience: A relevant professional degree (Master, Doctor, or Professional) or 3+ years of business/management experience.

Expert confirmation of business plan: The submitted plan must be confirmed by a certified professional such as a SME management consultant, CPA, or tax accountant.

Office requirements: Secure a dedicated office appropriate for the business scale. Home-office use is, in principle, not permitted.
